As a lawyer, I believe the best way to resolve disputes is to make a case. I also believe the accused has the right to defend himself and face his accusers and his jury.
As such, I have created the Bootum Council. The Bootum Council is a disruptive and threatening process for all involved, and should only be used in a serious manner.
If one player feels another player has in some way cheated, been abusive, or any other way disrupted the spirit of the league, he will call the Bootum Council to session and bring the accused before his peers.
The accuser will call the Bootum Council to session by creating a topic that states
"I CALL THE BOOTEM COUNCIL TO SESSION AGAINST <name of accused>"
The accuser will then plead the case as to WHY the council was called, what the accused did, why it violates the league. The accuser will make his case.
The accused will then be afforded the opportunity to defend himself. He will be allowed to explain and offer his view as to what happened.
The Presider of the Bootum Council (currently, the Commissioner) will then call to order a vote. Each of the team owners will PUBLICLY POST their vote to either punish the accused, or absolve him. To punish, the vote MUST be unanimous, and every owner MUST vote. A missing vote is a NO vote. If an owner is away when the Council is called, the accuser will just have to call another Council when everyone is present.
There is no limit to calling a Council multiple times, but if the Council abused, the tables may be turned and the accuser may be the accused.
The penalties are :
First offence - automatic loss of accused's next game (game cannot be that of the accuser (ADDENDUM - except in playoffs)). Includes playoff games.
Second offence - automatic loss of accused's next three games (games cannot be that of the accuser (ADDENDUM - except in playoffs)) Includes playoff games.
Third offence - Boot from the league. Strip of Founder's Club status.
The Commissioner reserves the right to remove someone from the league without the need for the Bootum Council, but will never take such actions lightly. The preferred action is always through Council.
Now that the Council is established, be warned that complaining and whining on the boards will only be tolerated for so long before you find yourself in a Bootum Council. The proper place for grievances is in the Council.
