NEW RULE: With the ability to drop and replace players we have more flexibility with League membership than ever before. In order to best utilize this new flexibilty we need a rule change to the Bootum Council, which right now needs a UNANIMOUS vote to remove a player.
FOR INACTIVE PLAYER REPLACEMENT ISSUES ONLY!!.....I will keep and post a running tab of all resolved games by an owner. IF AT ANY POINT IN TIME, THE AMOUNT OF GAMES ACTUALLY PLAYED BY AN OWNER FALLS BELOW 60%, that owner will be AUTOMATICALLY EJECTED FROM THE LEAGUE. There will be a BYE to this rule for the first FIVE SERIES (it won't come into effect until Series Six). If a player is AUTOMATICALLY EJECTED, that player can PETITION the Bootum Council for a RETURN to the League if he thinks there is a legitimite excuse. The player can be returned by MAJORITY vote (not unanimous)
If not, the League as whole will seek a substitute owner to take over the team. During the time where there is NO owner for a team, ALL GAMES AGAINST THE OWNERLESS TEAM WILL BE RESOLVED BY COIN FLIP ONLY. This way, a new owner doesn't take over a team that is just resolved out of the standings.
Any other method of removing or penalizing a player through the Bootum Council requires a UNANIMOUS DECISION.
